Question Why doesn't the built-in web server in BlueDragon Server/JX 6.1 serve .js (javascript) files?
Answer This was a problem that has been fixed as of the September 2004 hotfix. If you have downloaded 6.1 from the web site, even since then, you need to apply the hotfixes. The latest ones are always available at:

http://www.newatlanta.com/c/products/bluedragon/download/hotfix/showHotfixes

As is explained on that page::

The README.txt file in each Hotfix package explains the specific installation procedure for that associated BlueDragon version and platform. A ReleaseNotes.txt file is included that describes all of the fixes implemented by the hotfix.
Finally, BlueDragon 6.2 includes this hotfix, of course.
