Question Is there some relationship between my ServletExec Windows Service, and my ServletExec start and stop batch files?
Answer When you start or stop the ServletExec AS Windows service from the Windows Services Control panel, the Windows Services mechanism simply calls the StartServletExec.bat or the StopServletExec.bat file.

If you start/stop SE by manually using the batch files, the Windows Service Mechanism does not know that you did that. So when manually invoking the batch files... the Windows Service Dialog may tell you that SE is stopped when in truth it is running (or vice versa).

Note:
It is the same with BDJX except the names of the Service and the batch files are different.
