ServletExec installers have been on the ArcIMS installation media since ArcIMS 4.0.1. For example, ServletExec 5.0.0.13 installers are on the ArcIMS 9.2 CD-ROM disk shipped by ESRI, here:
(CD-ROM):\Windows\ArcIMS\ServletExec\

Using the SE installers that have been provided on your ArcIMS CD is probably best.
